Cape May County Commissioners Discuss Public Comment Rules

CREST HAVEN – Cape May County Commissioner Will Morey raised concerns this week regarding the public comment rules enacted during the commissioners' Feb. 11 meeting. Morey expressed his desire not to give the impression that the board was limiting residents' freedom of speech. At the March 25 meeting, Morey pointed out that certain restrictions, such as the prohibition on clapping, might seem unnecessary, especially when honoring first responders. Commissioner Director Leonard Desiderio clarified that clapping in recognition of individuals would still be allowed, citing a recent example when the board clapped for the Veterans Cemetery Committee. The commissioners instituted the public comment rules to maintain order at meetings.
Desiderio explained that speakers could lose their time at the podium if their comments were repetitive, hostile, or disruptive. He also mentioned that the commissioners wanted to avoid behaviors like booing or cheering, which could interfere with the meeting’s efficiency. To help manage public comment, a digital clock has been installed to alert speakers when their five-minute time limit is nearing. The board is also taking steps to prevent people from assigning their speaking time to others or addressing unrelated topics. Morey reiterated the need for caution in restricting speech, while other commissioners emphasized that the rules were meant to ensure respectful communication.
